This Citizens’ Budget is a simplified version of Liberia’s 2025 National Budget. Guided by the “ARREST Agenda for Inclusive Development (AAID)” theme, the budget outlines a total planned expenditure of $851.76 million. This spending is set against an expected total revenue of $601.76 million, creating a $250 million deficit that the government plans to finance through borrowing.

The aim of the Citizens Budget is to provide easy-to-understand information, encourage citizens to get involved in the budget process by attending public forums, and use their voices to hold leaders accountable.
